API Endpoints for locks & input lists

At this time the APIs provided by locksmith do not allow updating locksmith locks or input list configuration. To allow complex integrations, please provide the following functionality in Locksmith API.
- Implement CRUD support for locks endpoint.
- Implement CRUD API endpoints for configuring input lists via the API.
- Add an API endpoint for refreshing an input list on-demand.
